COMMERCIAL PROPERTY ASSESSED CLEAN ENERGY (CPACE)

Poperty Owners

Colorado C-PACE enables owners of eligible commercial and industrial buildings to finance up to 100% of energy efficiency, renewable energy and water conservation eligible improvements. Financing is provided by private capital providers at competitive rates with repayment terms up to 20 years.

C-PACE financing repayment is facilitated through the County property tax assessment process. A voluntary assessment (similar to a sewer district assessment) is placed on the building owner’s property tax bill. The assessment is repaid over the financing term (up to 20 years) and the annual energy cost savings will, in most cases, exceed the annual assessment payment, thereby enabling capital intensive equipment upgrades. Because the C-PACE assessment obligation runs with the property, the assessment can transfer to the next owner when the property is sold.

The CPACE support team helps contractors with the following tasks, free of charge:

  • Identifying eligible properties
  • Preparing proposals
  • Developing an optimized project
  • Assisting with the presentation of the project to the owner and mortgage holder
  • Sourcing the best capital providers

The Black Hills Energy Small Business Direct Install (SBDI) Program provides qualifying small businesses with an energy advisor and free screw-in LEDs, faucet aerators or a pre-rinse sprayer.

Black Hills Energy offers custom rebates to encourage commercial and industrial customers to replace their energy inefficient equipment. The program includes chillers, unitary HVAC equipment, refrigeration and measures not covered under the Commercial Rebate Program (see below).

SELF-DIRECT CUSTOM REBATE PROGRAM (LARGE USERS)
Commercial customers can design their own energy-efficiency plan, and Black Hills Energy will help you reduce the price and payback period of your new equipment. The program includes chillers, unitary HVAC equipment, refrigeration and measures not covered under the Commercial Rebate Program (see below).
Rebates are available to commercial and industrial customers who have an aggregated peak load greater than 1 megawatt in any one month and an aggregated annual energy usage of 5,000 megawatt hours. Projects must have an incremental payback of one year or longer.

Energy Bills and Demand Charges

IDENTIFYING DEMAND CHARGES
Businesses in the Black Hills Energy territory using more than 50 kW at any given time are placed on a demand charge. This charge, which bills businesses for the largest single energy surge during a 15-minute period each month, can sometimes make up 70% or 80% of a business’s electricity bill.

Non-Profit Grants

NON-PROFIT FACILITY ENERGY EFFICIENCY GRANTS (NEEP)
Energy Outreach Colorado offers facility energy efficiency grants for non-profit organizations serving low-income individuals and families. As a result, non-profits can reduce their energy costs and allocate more of their operating budget to community services.
Participating non-profits receive free energy audits and cost-effective energy efficiency improvements to their facility. Their staff and clients are also educated about energy conservation practices that add to their energy savings. Once these investments are made, the energy cost savings are ongoing. Participants have saved an average of 19% annually on their energy bills.

Energy Outreach Colorado offers energy efficiency grants for multi-family affordable housing facilities. Benefits include reductions in utility, operating and maintenance costs; capital improvements; and increased tenant health, comfort and overall satisfaction.

CHARGE AHEAD COLORADO GRANT PROGRAM
Charge Ahead Colorado provides financial support for electric vehicle supply equipment (EVSE). Private non-profit or for-profit corporations, landlords of multi-family apartment buildings and homeowner associations are encouraged to apply for workplace charging units if they have an electric vehicle fleet and/or a workforce commuting with electric vehicles.
