Housing Rehabilitation Services
Housing Rehabilitation consists of repairing or updating the existing structural components of your home. The type of work to be done will be determined by an inspection and evaluation of your property by our in-house housing specialist. Major emphasis is given to housing problems that affect your health and safety. Unnecessary or cosmetic work is not allowed under this program.
The type of financial assistance varies depending on the needs of your home and your financial situation. For owners with low or moderate income, the interest rate will vary from 0% to 7%. Very low-income persons may qualify for a partially deferred loan. Maximum loan amount is $25,000 for 15 years.
Things You Should Know
Rehabilitation funds are in the form of a loan and require repayment. Your payment is determined by your household income and the amount of the loan. Your payment may change if your household income changes during the term of the loan. Your credit rating will be considered in granting loans.
Rehab loans are secured by a Deed of Trust recorded against the property. On partial grant loans, if the home is sold or occupancy changes before the 15-year loan term, the full loan amount must be repaid before the lien is released by Pueblo County.
Rehab work will be supervised by a licensed General Contractor and/or licensed subcontractors who are awarded projects as low bidder(s) procedure, or through a Community General Contractor with the same formal bidding process.
Pueblo County will disburse all Rehab funds on behalf of the homeowner and will oversee construction. Owners are urged to discuss any problems or questions with the Contractor during the rehabilitation process. Upon completion of work, the property shall meet the Uniform Building Code standards adopted by this Program.

NOTE: If your home has extensive problems, it may not qualify for our Housing Rehab. Program. This will be determined at the time of inspection by the Housing Specialist.
- Property must be located in Pueblo County, OUTSIDE THE CORPORATE CITY LIMITS.
- You must be named on the title to the home and you must live in the home, as your sole residence for the term of the loan.
- Your property must be FREE of all judgments and liens; and
- You must meet the income guidelines listed below.
