Chapter 2.04 - Administrative Structure2.04.010 Board of County Commissioners Chair Appointment.
Effective January 14, 2025, and from this day forward the administrative structure of Pueblo County government shall be as follows:
This Board hereby appoints the following commissioners as Chair and Chair Pro Tem for 2025 and 2026, effective January 14, 2025:
Zach Swearingen, Chair 2025 - 2026
Miles Lucero, Chair Pro Tem 2025 – 2026
Pursuant to Sections 30-10-307 and 30-10-308, C.R.S., as amended, the Chair shall preside at all meetings of the Board, administer oaths to any person concerning any matter submitted to the Board or connected with its powers and duties and shall sign all County orders, resolutions and documents related to matters decided by the Board notwithstanding those documents that the Board of County Commissioners have delegated to be signed by the County Manager. The Chair may authorize the County Attorney or designee to administer oaths. The Board renews, approves, and authorizes the Chair to execute County warrants per calendar year. The Chair Pro Tem shall act in the absence of the Chair for whatever actions or events that require the presence or execution of the Chair that pleases the majority of the Board. (Res. 25-007)
2.04.020. Pueblo County Organizational Structure.
Pueblo County’s Organizational Structure is attached hereto and incorporated herein as Exhibit A. Any amendments to the Organizational Structure shall be made by separate resolution of the Board.
All individual departments, offices, divisions, agencies, and instrumentalities of the County government under the authority of the Board of County Commissioners, and their respective functions, powers, and duties are hereby reauthorized and continued in their current form, name, and staffing except as otherwise set forth herein. Each department, office and division head shall continue to be responsible for his or her respective individual department management and administration and for the implementation and enforcement of Board policies.
Consistent with Resolutions 19-223, 19-300, 20-272, and 24-068 with the exception of the County Attorney, all Directors, Divisions and Managers shall report to and be supervised by the County Manager as follows:

The Members of the Board of County Commissioners also serve the community in the capacity of board members for other entities to which they have been or are appointed as set forth below:

Any appointee to whom a Commissioner has delegated his appointment in Sections I.(A), (B) or (C) of this Resolution shall have the authority to vote on behalf of the Commissioner delegating his authority.
The Pueblo County Board of County Commissioners also appoint members to numerous boards and commissions that serve our community. Every person appointed to serve on a board or commission by the Board of County Commissioners shall serve at the pleasure of the Commissioners and may be removed by the Board of County Commissioners at any time for any reason. The Board of County Commissioner shall select the Chair for the Pueblo County Planning Commission and the Liquor and Marijuana Licensing Board.
2.04.040 Meeting schedule.
In order to provide for the smooth and efficient management and administration of Pueblo County government and to provide, to the greatest degree possible, clear, concise, and efficient communication internally within the various branches of the County government and externally with the citizens requiring services of the County government, the following meeting schedule is hereby established by the Board of County Commissioners:
- To be effective January 14, 2025 to December 31, 2026:
1. COMMISSIONERS’ WEEKLY BUSINESS MEETINGS:
TIME: 9:00 A.M.
TUESDAYS and THURSDAYS: Official regular business open meetings
2. WORK SESSION MEETINGS:
Administrative planning work session with staff to follow 9:00AM business meetings on TUESDAYS AND THURSDAYS, as needed Public presentations to the Board on TUESDAYS and THURSDAYS at 2:00 P.M., as needed
3. COMMISSIONERS’ DESIGNATED LAND USE BUSINESS MEETINGS at 9:00 A.M. on the following THURSDAYS for the year 2025:
January 9, 2025 May 8, 2025 September 11, 2025
February 13, 2025 June 12, 2025 October 9, 2025
March 13, 2025 July 10, 2025 November 13, 2025
April 10, 2025 August 14, 2025 December 11, 2025
All meetings listed above will be held at the Pueblo County Courthouse in Commissioners’ Chambers or virtually by electronic means. Any meetings held virtually will be conducted in such a way that they will be available for public viewing during the meeting. General business, other work sessions and other meetings of the Board of County Commissioners of Pueblo County shall be held as posted and advertised.
All meetings listed above are open to the public except as otherwise provided by law. Up to seven (7) people will be allowed three (3) minutes each to make public comments at the Board of County Commissioners business meetings.
Pursuant to C.R.S. §30-10-304, the Board of County Commissioners may hold less than two (2) meetings in each week under certain enumerated circumstances wherein the Board Chair may cancel a regularly scheduled meeting of the Board.
2.04.05. Amendment and Repeal of Prior Actions of the Board
All previous resolutions, policies, directions, rules or regulations of this Board inconsistent with the provisions of this Resolution are hereby amended, repealed, replaced, and superseded by this Resolution. (Res. 25-007 dated 1/14/25)
