Air quality is a composite of several programs, which control pollution by regulations that affect ambient air quality in the Pueblo area and subsequently affect resident’s health. Air quality includes a local segment and a state segment. The program in Pueblo is supported by state legislation and by regulations promulgated by the Colorado Air Quality Control Commission and by local ordinance under the Pueblo Municipal Code.
Some diseases within the mosquito and animal populations can easily be spread to humans. These mosquito and animal populations are known as vectors, when they are able to spread disease. Key diseases spread by vectors include West Nile virus, Hantavirus, Plague, Tularemia, and Rabies. These diseases range from mild symptoms to severe and life threatening complications. Plague and tularemia can be found in the rabbit or prairie dog population and people can acquire it by hiking or hunting where they are exposed to fleas or contaminated animal tissue.

The Board of Pueblo County Commissioners is elected by voters to represent three individual districts within Pueblo County. The board serves as the administrative and policy-setting authority of Pueblo County and provides services outlined in the Constitution of the State of Colorado, including approving an annual balanced budget, overseeing the provision of government services, land use management, engineering/public works, roads and bridges, housing and human services, veterans, and social services.
The mission of the department is to develop an annual financial plan for Pueblo County, monitor actual performance against budget goals throughout the year, and maintain a governmental accounting and financial reporting system.

The Clerk and Recorder is responsible for recording deeds, registering automobiles, issuing marriage licenses, registering voters, administering elections and maintaining records for the Board. The Clerk and Recorder's Office is made up of several divisions, which includes Motor Vehicle, Elections, Recording, Liquor Licensing and Clerk to the Board.

Communicable diseases kill more than 14 million people world-wide each year. The Pueblo City-County Health Department tracks numerous infectious diseases data across the region through the Colorado Electronic Disease Reporting System (CEDRS), which is a confidential early-warning system that allows staff to follow disease trends and put critical control measures into place in order to protect the community. Detection, diagnosis, containment and treatment of individuals are essential to the health of the community.
Colorado public health departments are mandated through Colorado Senate Bill 194- Health Reauthorization Act to complete a comprehensive community health assessment. In 2009, the Pueblo City-County Health Department  received funds from the Colorado Department of Public Health and Environment to pilot Community Health Assessment activities in Pueblo County. The Health Department partnered with various county-wide organizations and individuals to complete this assessment.
The Pueblo County Coroner's Office is headed by James Kramer MPAS, PA-C Diplomat of the American Board of Medicolegal Death Investigation. He has been Coroner since November 1977.
It is the mission of the Correctional Services office to offer high-level planning and administrative services in the areas of Community Corrections, Alternatives to Incarceration, and jail overcrowding relief in order to ensure the safety of the citizens of Pueblo County and to ensure that tax dollars are wisely spent in these areas.
The County Attorney is a County Officer created by the Colorado Constitution. By State Statute the County Attorney is appointed by the Board of County Commissioners to provide civil legal services for the Board of County Commissioners, the County’s Elected Offices and Departments as well as other entities as assigned by the Board of County Commissioners.

The District Attorney's office represents the People's interests in prosecuting criminal cases, seeking justice for victims, and advocating measures to reduce criminal behavior in our community. (Civil cases do not normally involve the DA's office unless there is evidence of criminal activity, such as fraud or extortion.)
Potable Water All Pueblo County residents use a public water supply, private well, springs or cistern as their potable water supply. The Colorado Department of Public Health & Environment has jurisdiction over all public water systems within the State, while the Pueblo City-County Health Department oversees private wells, springs, cisterns and local water vendors.
The Office of Economic Development administers the Pueblo Urban Enterprise Zone and the Revolving Loan Program . The office also acts as a liaison between the public and private sectors, which are involved with economic development in the community.
This program consists of the inspection and licensing of ambulances. There are five ambulance services that operate approximately 20 ambulance units within Pueblo County. This program indirectly affects all residents of Pueblo County, since they could potentially require the services of these emergency vehicles. The legal authority appointing the Health Department as the agency responsible for enforcing the ambulance-licensing requirement is the Pueblo County Resolution 92-337.

30-11-104 C.R.S. mandates that the County, at its own expense, shall provide a suitable courthouse, a sufficient jail and other necessary County buildings and keep them in repair.
The Fleet Management Department is the vehicle and equipment service and repair entity for Pueblo County. The department has 14 full time employees and operates from two locations: 1107 N. Main Street- the central office, and 33601 United Avenue - located at Pueblo County’s Road and Bridge facility.

In 1980, a Hazardous Materials Response Team was established in Pueblo County, which consists of five Designated Emergency Response Agencies (DERA). The DERA includes Pueblo City Fire Department, Pueblo Rural Fire Department, Pueblo West Fire Department, Rye Fire District, and Pueblo County Department of Public Safety and Operations.
The Pueblo City-County Health Department has a team of professionals who will share their expertise and knowledge on a number of health related topics. This educational service is available to organizations, clubs, educational institutions and special interest groups in Pueblo County. Speakers with experience in a variety of areas can address a broad range of topics relating to public health. Public and Residential Housing The Pueblo City-County Health Department is dedicated to the reduction of substandard housing conditions that are of detriment to human health and that contribute negatively towards quality of life. The program encompasses three main housing types: residential, public, and mobile home parks.
Responsible for the provision of housing and human services to the citizens or Pueblo County and several surrounding counties, who qualify for Federal grant programs which we administer, or who receive benefits from human service programs or services which we monitor on behalf of Pueblo County.
The Human Resources Department provides personnel and benefits services to all County Departments and Elected Offices. Services include recruitment, selection and orientation; compensation and benefits; position classification; training; employee recognition; and a variety of other employee-related programs.
Human Resources The Human Resources Department promotes diversity and oversees human resource programs and systems, including employee benefits, job evaluation and compensation, workers compensation, recruitment and selection, consulting and training, and personnel policy development and interpretation for the Pueblo City-County Health Department. Immunizations and Services Routine immunizations for adults are: Tetanus/Diphtheria/Pertussis Pneumonia Hepatitis A Shingles Hepatitis B Influenza Measles/Mumps/Rubella Meningococcal Meningitis Tuberculosis Skin Testing (PPD) testing is available; appointment is preferred. You must come back 48-72 hours after the test is placed so it can be read. Pregnancy testing is also available for a small fee.
The Information Technology department is an internal administrative department, which exists to provide technology tools, and services that directly support and /or augment the services delivery of the Elected Offices and other mandated County functions and duties. IT operations are performed by:
Pueblo City-County Health Department laboratory is a regional lab serving Pueblo and over 17 counties in southeastern Colorado. The lab is certified through the Colorado Department of Public Health and Environment (CDPH&E) for coliform bacterial analysis. Supportive analysis are provided to the department’s Community Health Division (STD testing) and Environmental Health Division (plague, tularemia, limited food analysis, etc.). Concerns regarding food and other environmental testing must first be directed to the Environmental Health Division at 719-583-4323.
The Medical Reserve Corps (MRC) was founded after President Bush’s 2002 State of the Union Address, in which he asked all Americans to volunteer in support of their country. MRC is a specialized component of Citizen Corps, a national network of volunteers dedicated to ensuring hometown security. Citizen Corps, along with the Corporation for National and Community Service, and the Peace Corps are all part of the President’s USA Freedom Corps, which promotes volunteerism and service throughout the nation.
This Department’s responsibility includes both current and long-range planning activities as well as zoning activities.
Public Health Preparedness & Response The purpose of the Emergency Preparedness and Response Program is to continually build and improve the capability of individuals, communities and agencies to respond to any emergency impacting the health of citizens through diligent preparation, effective response during disasters, assistance in recovery, and mitigation of threats and hazards.

Public Works is responsible for the maintenance and improvement of the County’s transportation infrastructure, parks, buildings, grounds, and facilities pursuant to federal, state and local laws and in keeping with the community’s priorities and needs. Services include road grading, patching, reconstruction, drainage ditch cleaning, weed mowing and management, snow plowing, parks maintenance and improvement, and building maintenance and improvement.

The purpose of the Retirement Department is to assure the steady and healthy growth of the Retirement Funds, which will in turn enable the Pueblo County Retirement Plan to continue to be an outstanding retirement program, capable of providing adequate income to retiring County employees, making their retirement years secure, comfortable and enjoyable. 
Retail operations that store, prepare or package food for consumers require a valid Retail Food Establishment License dated for the current year.  Retail Food Establishment license fees are based on the type and size of operation and are only valid for a calendar year.
Individual Sewage Disposal Systems How often do you stop and consider what happens to the wastewater you produce in your home? The dishwasher, garbage disposal, clothes washer, toilets, shower, and bath are all household facilities that produce dirty water that must be disposed of. Millions of suburban and rural homes in the United States use on-site systems to dispose of wastes, and 85 percent of all on-site systems are the septic system. In Pueblo County alone, there are over 12,000 septic systems in use.
The Sheriff’s Office mission is three fold. The agency is responsible for law enforcement, detention of criminal offenders, and all-hazards emergency management in Pueblo County. The Pueblo County Sheriff’s Office, under the guidance of Sheriff Kirk M Taylor, focuses its effort on accomplishing their mission with the highest level of safety, security, and respect for both citizens and guests of Pueblo County.
The intent and purpose of the smoke free ordinance is to protect the public health and welfare by prohibiting smoking in enclosed public places and places of employment. Smoking is prohibited in all buildings generally open to the public without special invitation including but not limited to buses and other means of public transit, restaurants, bars, bingo halls, bowling alleys, retail stores, health facilities, churches, theaters, aquariums, galleries, libraries, museums, sports arenas, polling places, and school buildings.
Provides protective services to children and adults, income maintenance, medical and food assistance to eligible individuals and families, and self-sufficiency services to assistance recipients.
Health Care Program for Special Needs Children
The Pueblo County Surveyor is responsible for reviewing plats deposited by private surveyors and maintaining them on file. The surveyor also investigates boundary disputes and road rights-of-way. The office also is responsible for surveying county-owned properties when a need arises.
A public swimming pool is any pool that is intended to be used by the general public for swimming, bathing, or other related purposes and is operated by an owner, lease, operator, licensee or concessionaire, regardless of whether a fee is charged for use.
Body art is the practice of physical body adornment by establishments or artists utilizing, but not limited to, the techniques of body piercing, tattooing, branding, sculpting, and scarification. This does not include practices conducted under the supervision of a physician licensed to practice medicine under Colorado law nor piercing of the outer perimeter or lobe of the ear by means of sterilized stud-and-clasp ear piercing systems.

There are numerous resources available to industry professionals to enrich operations.  The Food Safety Program at Pueblo City-County Health offers a training course entitled, ‘Food Safety & You’.  The course is a two-hour session that educates students in foodborne illnesses, its prevention, proper food handling, proper management and hands-on exercises.  The course is taught by Food Program Inspectors and is available to the public in sessions twice per year (see schedule below) and is also available on demand and personalized for establishme
The Solid Waste program was officially established in 1978 to reduce and control illegal disposal of litter within the county, eliminate rodent harborage, the stockpiling of trash and litter, improve the esthetics of Pueblo County, monitor designated landfill sites and inspect vehicles pertaining to licensed trash haulers. The main priorities of the solid waste program center on responding to citizen complaints and the surveillance of properties within the county for unlawful accumulations of trash, litter and the absence of trash containers.
The Treasurer's Office is responsible for the collection of all real estate, personal property, manufactured housing and state assessed taxes. We are located on the first floor of the County Courthouse, at 215 W. 10th St, Pueblo, CO 81003.

Women, Infants and Children The WIC program provides personalized nutrition education, breastfeeding education and support, screening and referrals to other health, food and other community programs, and nutritious foods such as milk, cheese, eggs, cereal, juice, and dried beans or peanut butter.
