Pueblo County Treasurer

Del Olivas is a fifth (5th) generation native of Pueblo County. He was born and raised in Avondale, Colorado. He graduated from Pueblo County High School in 1966, from Southern Colorado State College (now Colorado State University-Pueblo) in 1970, and received a Master’s Degree from the University of Denver in 1976.

Del went to work for Pueblo County in July, 1972 and was employed at the Pueblo County Department of Social Services for 31 ½ years, retiring on December 31, 2003. During his employment in the Department of Social Services, he worked in a variety of positions. He started out in an entry level caseworker position and worked his way up the ranks into the administrative levels and culminated his time with the department by serving as the director for the last seven years. After he retired, he went to work for Crossroads Turning Points as the Executive Director of New Start Youth Services – a child placement agency that he helped start at Crossroads. He served in that capacity for 5 ½ years.

Del was appointed to the position of Pueblo County Treasurer on May 1, 2009 by the Board of Pueblo County Commissioners. He was appointed to fill the unexpired term of the previous Treasurer. Del was elected to a four-year term in the November, 2010 general election and re-elected in 2014 and 2018.

Over the years, Del has served on numerous community boards and commissions, working with others for the betterment of the Pueblo Community. Some of the boards and commissions that Del is currently serving on, or has served on as an officer or member are: United Way of Pueblo County, Pueblo Workforce Development Board, Rosemount Museum, Pueblo Hispanic Education Foundation, CASA (court appointed special advocates) of Pueblo, Latino Chamber of Commerce, Hope for Children, 2010 Health and Human Services Task Force, Child Advocacy Advisory Board, and with the Social Services Technical and Business Staff committees. He was an active and proud member of AFSCME Local 1335 for over 24 years and is currently a member of AFSCME Retirees Chapter 76.

Del is married. He and his wife, Joyce, have a son – Brian, and a daughter - Christie. Brian lives in Phoenix. Christie and her husband, Talby, live in Pueblo. Del and Joyce are the proud grandparents of one grandson, Joshua.

10th Judicial District Attorney

Colonel J. E. (Jeff) Chostner, USAF, (Ret.) is a native of Pueblo, Colorado, graduating from East High School in 1969. He was inducted into the East High School Hall of Fame in March 2001. Colonel Chostner graduated from the University of Colorado and received his Juris Doctorate from the University of Mississippi Law School. He entered active duty in the United States Air Force (USAF) and served as a member of the Judge Advocate General’s Department. Colonel Chostner retired with nearly 22 years of active duty time. He is a graduate of Air War College.

After returning to Pueblo, Colonel Chostner became involved with many community organizations including: El Pueblo Boys and Girls Ranch, the Rosemount Museum, the Bessemer Historical Society, and the Pueblo Medal of Honor Society. Additional, he is the former President of the Air Force Association, Counsel to the Colorado G.I. Forum, a member of the Retired Officers Association, and the American Legion. Colonel Chostner is a member of the Colorado State University-Pueblo President’s Advisory Council and recently named to the CSU-Pueblo Foundation Board of Trustees. Chostner helped create the East High School Alumni Foundation, and is currently working on the East High School Heritage Hall Project.

Colonel Chostner was with the Pueblo law firm of Buxman, Kwitek and Ohlsen, P.C. Colonel Chostner was elected to the Pueblo City Council in November 2003 and served until December 2006. In November 2006, he was elected to Pueblo County Commissioner; and was reelected in November 2010.

As the Pueblo County representative, Commissioner Chostner served as Chairman for the Board of Pueblo County Commissioners from 2009/10. He is Chairman for the Fountain Creek Watershed, Flood Control and Greenway District. Commissioner Chostner also serves on the Historic Arkansas Riverwalk of Pueblo Authority, Pueblo Advisory Council on Aging (PACA), Pueblo Area Council of Governments (PACOG), Pueblo Economic Development Corporation (PEDCO), Colorado Rural Workforce Consortium Board, National Association of Counties’ (NACO) Health Steering Committee, NACO Transportation Steering Committee, Desert Hawk Authority at Pueblo West Management Board, Pueblo Airport Advisory Committee, 2020 Commission, and the Community Services Block Grant.

Colonel Chostner is married; and he and his wife, Paula, have two daughters and are the proud grandparents of four grandchildren.

Pueblo County Coroner

Mr. Cotter has over 20 years’ experience working with the Pueblo County Coroner's office and over 25 years of death care experience as a local mortician, a state death investigator, and a diplomat for the American Board of Medicolegal Death Investigators. He is a graduate of Trinidad High School, in Trinidad, Colorado, as well as the Dallas Institute of Funeral Service, in Dallas, Texas.

Pueblo County Assessor

Frank Robert Beltran was born and raised in Pueblo County. He has been married to his wife Maria, an Executive Assistant with the U.S. Forest Service, celebrating 42 years of marriage in August of this year. Together, they take pride in their two daughters; Brandice and Melissa, and four grandchildren.

A graduate of South High School class of 1976 and graduate of Southwestern Indian Polytech Institute (SIPI) in Albuquerque, New Mexico, receiving a Civil Engineering certification of completion. He completed this two year certificate in a one year period.

After college he worked for several surveying companies in Pueblo and Colorado City. In 1980 he began his employment with the Pueblo County Assessor’s Office, working in the mapping department, deeds, farm and ranch appraisal, residential appraisal, commercial and industrial appraisal, state assessed and possessory interest properties and serving in the position of Chief Deputy for 11 years.

His career covers 30+ years of government service. The first 26 years as a county employee, and the past 13 as a Public Elected Official, serving as the Pueblo County Assessor.

In 2008 Frank was appointed by Governor Bill Ritter as a Member of the Board of Real Estate Appraisers. He served two terms as a member and was President of the Board of Real Estate Appraisers for the 2012-2013 year. His background includes; maintaining a Certified General Appraisal License with the State of Colorado, since 1992; is a Member of the International Association of Assessing Officers, Colorado Association of Assessors, Colorado Association of Tax Appraisers, National Association of Latino Elected Officials, Member of JAC X Pres, Pueblo Democratic Party, and Eagles Fraternity.

Frank truly enjoys his job and looks forward to coming into the office. In his spare time Frank enjoys volunteering at BINGO with the Pueblo Democratic Party, golfing, cycling, traveling, and spending time with his family and friends.

Randy Reeves

Pueblo County Surveyor

Randy G. Reeves has over thirty years’ experience as a land surveyor in southern Colorado. He attended the University of Southern Colorado (now Colorado State University – Pueblo), which he graduated in 1976 with a Bachelor of Science degree in Civil Engineering Technology. He has worked for several local engineering and manufacturing firms and is an active member of the Professional Land Surveyors of Colorado.

Mr. Reeves was appointed County Surveyor on November 2nd, 2010 and is currently serving his third term. His term will end on January 1st, 2022.

Pueblo County Commissioner, District 3

Chris Wiseman was born and raised in Pueblo, Colorado. He is married with seven children and ten grandchildren. He attended University of Southern Colorado (presently CSU-Pueblo) and graduated in 1983 with a Bachelor Science Degree in Sociology /Criminal Justice.  

In 1987, Chris started his career working for the Office of the United States Senator Timothy E. Wirth as a Southern Colorado Office Director for five years. He dealt with all issues affecting Southern Colorado including Economic Development and Agriculture. In 1994, he was working for Governor Roy Romer as a Community Specialist. In 1998, he started off as the Assistant General Manager of the Colorado State Fair and in 2004, became the General Manager for 11 years. On April 1, 2015, he was promoted to the position of Deputy Commissioner of Agriculture position at the Colorado Department of Agriculture.

On January 8, 2019, he was sworn in at Pueblo County Commissioner for District 3.  As County Commissioner, Mr. Wiseman looks forward to ensuring that everyone in Pueblo County finds a job that pays a good livable wage. Commissioner Wiseman also has a goal to improve roads and infrastructure within the community as well as working to maintain Pueblo County facilities and keep them up to date.

Garrison M. Ortiz

Pueblo County Commissioner, District 2

Pueblo County Commissioner Garrison M. Ortiz, a Pueblo native, attended Pueblo Community College while in high school, receiving both his diploma and associate degree before moving on to Colorado State University Pueblo.  He completed the 3+2 Program, earning his Master of Business Administration Degree. 

Upon graduating, he worked as a consultant, developing strong international business experience throughout the U.S. and parts of Canada and Mexico.  As a contractor, Mr. Ortiz help businesses implement enterprise-wide budgeting, forecasting and reporting systems in both the public and private sector.

Commissioner Ortiz was elected to his first term in 2016, and re-elected to another four-year term in 2020.  He has served as Chairman of the Board of County Commissioners since 2019.  Commissioner Ortiz represents Pueblo County on the several boards and commissions, as well as creating and serving on the Pueblo County Jail Task Force and City-County Trash Task Force. 

In 2017, he was named Outstanding Professional of the Year by the Latino Chamber of Commerce and received the Pueblo County Sheriff’s Office Commendation for Outstanding Service, Dedication and Professionalism.  He was named the Top 25 Most Influential Young Professionals in Colorado Business in 2018, and received the Latino Chamber of Commerce’s 40 Under 40 Award in 2019.  Colorado State University Pueblo named him the Distinguished Alumni of the Year in 2020.

He is dedicated to helping his community with his strong financial background and entrepreneurial approach to government.
