Pueblo County is proud to announce the opportunity for both nonprofits and small businesses located in Pueblo County to apply for economic relief and receive funding, via the CARES Act to address the COVID-19 emergency. 

Application and Deadline Information

  • For nonprofit grants, applications must be submitted, online, no later than midnight on August 21st, 2020.

  • For the small business grants, applications must be submitted, online, no later than midnight on August 21st, 2020. 

Only complete applications will be accepted, and all submissions will become the property of Pueblo County.

  • Business must have a physical location in Pueblo County
  • Business cannot be a multi-level marketing business (MLM)
  • Must be a for-profit business
  • Independently owned, local business
    • Corporately owned national chains are not eligible for the grant unless you are an individually owned franchise operator with 49 or less employees total at all locations and owner is a Colorado resident
  • Have no more than 49 full-time equivalent (FTE) positions and at least one full-time equivalent (FTE) employee; a business owner working full time would meet this qualification
  • Must be registered with the Colorado Secretary of State and be in good standing
  • Businesses with more than one physical location in Pueblo County may apply for the grant program for each Pueblo County location
    • For purposes of estimating FTE’s, the FTE count shall be based only on the specific location applying for the grant
  • Business has been forced to temporarily close or operations have been dramatically limited due to the Public Health Orders related to the COVID-19 public health crisis
  • Marijuana industry businesses are not eligible
  • Non-profit must have a physical location in Pueblo County
  • Must be a non-profit as recognized by the IRS
  • Non-profit has been forced to temporarily close or operations have been dramatically limited due to the Public Health Orders related to the COVID-19 public health crisis
  • Must be registered with the Colorado Secretary of State and be in good standing

Applicants will be required to submit/show

  • A copy of the most recent tax return
  • W-9
  • Balance Sheet and Profit and Loss statements for March 1-May 31, 2019 and 2020
  • Worksheet demonstrating amount of financial impact from COVID-19

Note: Grant funds may not be used to pay Pueblo County Real Property taxes. The CARES Act prohibits the use of grant funds to replace revenues. Requests for funding to offset property taxes will be denied.

Awards and Disbursement of Funds

Application reviewers will determine eligibility and grant amount. Awards will depend upon the number of applicants, availability of funds, applicant receipt of other COVID related funds (such as Federal or State grants or Pueblo City ½ cent sales tax emergency funding) and demonstrated need. The first priority will be for those businesses who are outside of Pueblo City limits who did not receive funding from the Pueblo City ½ cent sales tax emergency funding.  Once funding decisions are made, applicants will receive a Grant Award notification which will outline all terms and conditions of receiving the grant. Pueblo County reserves the right to offer awards different from the specified amount requested. Funds will be sent via check.

The maximum award amount is $50,000.

Receipts must be submitted by December 15, 2020 for payments made with grant funds. Recipient must make all necessary information available to confirm expenditures were eligible under this grant.
