Pueblo County's Weatherization Assistance Program (WAP) works with Colorado's Energy Office (CEO) WAP to improve the energy efficiency of all residential structures throughout South-Eastern Colorado. Energy costs weigh heavily on low-income households. The WAP program provides energy upgrades to income-qualified homes to help keep energy costs low.

Funding for this program is provided by the U.S. Department of Energy (DOE), the State of Colorado, the Low-Income Energy Assistance Program (LEAP), and local utility rebate programs.

Do I Qualify?

There are several ways to qualify for weatherization services:

  • If you receive any of the following benefits you may qualify for assistance; SNAP, LEAP, TANF, SSI, OAP or AND.
  • If your current residence has not been weatherized in the past 15 ¼ years.

How do I apply?

Qualified and/or licensed technicians perform all work. During all processes; safety precautions and procedures are adhered to while following DOE and CEO requirements. Weatherization Services installed by qualified technicians may include the following:

  • Attic Insulation: Loose-Fill insulation may be blown into the attic space to achieve an R-value that improves the energy efficiency of the home. Attic’s of all types are evaluated and insulated as appropriate.
  • Sidewall Insulation: Exterior wall insulation may be installed to empty wall cavities. Using a drill and fill method through the exterior surface; using appropriate means to drill, plug, seal, patch and paint to closely match the original surface material. If the exterior cannot be drilled, alternative methods may be required. These can include drill and fill through the interior wall surface material.
  • Basement/Crawlspace Insulation: Insulation may be installed in unfinished basement areas where the exposed foundation is accessible. Crawlspace underfloor insulation or foundation perimeter may be installed.
  • Health & Safety: Combustion appliances are tested and inspected to ensure safe operation. Furnaces found to pose a health and safety risk may be replaced. 

The services and procedures listed above are for site-built homes. A slightly modified technique is utilized for mobile homes. 

Frequently Asked Questions

  • Does a customer have to be buying the home to apply for the Weatherization Services?
    • No, a customer can be buying or renting the home to apply for the program. In the case of renters, a Release Form must be obtained from the landlord allowing the Weatherization Program to work on their property.
  • Does the customer have to pay for any of the services offered?
    • The services are free to all eligible customers. For rental property, however, the landlord may be required to participate in a furnace replacement, refrigerator replacement and/or electrical repairs in a single-family dwelling. This is determined on a case-by-case basis. For multi-family properties; contribution for furnace replacement, refrigerator replacement and/or electrical is required.
  • Is there a long waiting list for this service?
    • The waiting list varies among the ten counties served.
