The Pueblo County Property Tax Work-Off Program
The Property Tax Work-Off Program (PTWOP) allows eligible taxpayers, sixty (60) years of age or older or who has a disability, to perform volunteer work for Pueblo County in lieu of payment of some portion of their Pueblo County taxes due and owing on the homestead of the taxpayer.
Applications will be available on Monday January 30 between 9:00 am to 11:00 am, and until the program is filled.

To qualify for this program, you must be:
- At least sixty (60) years of age or disabled
- Persons with a disability must have a signed, dated letter from a Colorado Licensed Health Care Professional
- Applicant must pass a background check
- Be the sole or joint owner of the property on which the property taxes are due. Applicant must be on the title of the home
- The property must be the owner-occupied residence of the taxpayer
- The property on which the property taxes are due and owing is not income producing
Acceptance of your completed application does not guarantee participation in the program. Participation is based on eligibility, background check and first come first served.
A copy of your driver's license and SSN card is required for HR paperwork for that day. Please being copies with you on January 30th.
What happens after applying?
PTWOP staff will notify applicants of their eligibility to participate and will process all necessary paperwork. Participants will be given their job duties and assignments by their designated supervisor. Hours worked must be recorded on the PTWOP timesheet weekly.
The participant will only be paid for the number of hours worked.
The participant will be issued a payroll check, mailed to their home address, at the end of each month. Social Security (FICA) and any other required taxes will be withheld from earnings.
Participation in this program does not relieve taxpayers of their obligation to pay all property taxes owed when due and payable. If the property owner and joint owner who reside on the property both wish to participate in the Pueblo County Property Tax Work-Off Program, they may. The maximum hours allowed is based on the program hours calculated.
Taxes calculated are based on an estimate. The taxpayer is responsible for any unpaid taxes owed resulting from a discrepancy between the estimated taxes and the actual taxes owed.
Current Pueblo County employees are not eligible to participate in the Pueblo County Property Tax Work-Off Program.
What is the Program?
The Board of County Commissioners, by Resolution No. 98-188 dated April 28, 1998, which was adopted pursuant to authority in Section 39-3.7-101 et seq of the Colorado Revised Statutes, created the Pueblo County Property Tax Work-Off Program effective 4/28/98 and as described herein.
The Board of County Commissioners has allocated funding for this program. The Property Tax Work-Off Program is a discretionary authority of Pueblo County and can be discontinued by the Resolution of the Board of County Commissioners at any time and is subject to the appropriation of funds for this purpose. The Property Tax Work-Off Program benefits Pueblo County. The Pueblo County Commissioners and staff are committed to this program and hope to place people each year in Pueblo County where their skills are needed.
